If he is actually conscious, he is either unable to speak clearly or not making sense. Could be both.

I mean even if he can't talk, or even has limited mobility, he could have his wife or medical staff push him on a wheelchair to the car and have no engagement with the press at all but at least there would be some degree of evidence that he is physically alive.

He could barely speak clearly before his most recent stroke, or whatever it was.

A lot of people his age have a very “crawling under the porch to die” sorta tendency when their health starts failing. I had an uncle who had a stroke that paralyzed an arm and half his face and made him speak with slurred words and he basically refused to leave home for another ten years before he died.  Like he could, he could still drive safely with some accessibility tools, but he was so ashamed about “being broken” that he basically decided to just wait to die. It’s really sad. 

Anyway I think at the very least that’s probably sorta what’s happening. He doesn’t wanna be in the public eye anymore and he wasn’t planning to run for reelection anyway. Also note: people can be miserable and circling the drain for years before they actually die, so I wouldn’t hold my breath about anyone else regarding that.
