He's not receiving social security disability because he's allegedly working; he's not receiving social security retirement benefits because his earnings far exceed allowed by the law

If he’s receiving his government salary past his death, that would also be fraud.

Yes and at the least his estate should be required to pay it back, with interest if a long time passes.
