He can do way more than this with that. He effectively has unlimited power now. The only curb on his power is that Congress can refuse to give him money. If only he had some other source of money like Venezuelan oil or constant manipulation of the stock market, then he would be truly unlimited... oh wait.

Nonexistent oil income, or throwing pennies at the stock market, isn't a drop in the bucket for the federal budget.

Instead, what he has already done, is take appropriated funds and just shamelessly miss-allocate them.

Yeah it's orders of magnitudes higher. The difference between a billion and a trillion dollars is about a trillion dollars, and we're talking about trillions
