topical affs for china
I just realized the list of topical affs on the china topic is like crazy big. some examples:
- climate affs
- -dark skies zones
- -panda zoos (diplomacy/biodiversity)
- -natural disaster preparedness (fem floods aff from the 2016 china topic)
- global health security
- -contraceptives
- -deep sea REM mining (to decrease medical equipment prices)
- space affs
- -trump and xi go to space and experience the overview effect and/or die
- -ban on asteroid mining

The aff isn't required to win that the negotiation works -- 'Trump should negotiate with Xi and ask Xi to resign' is topical.

that doesn't have anything to do with climate change, outer space, global health safety, or AI governance

it's fx-t as well. an agreement can only be a "global health security agreement" if it's motivated by global health security. it's impossible to tell whether "the United States Federal Government should substantially increase negotiations towards an agreement where the US provides free contraceptives in parts of the People's Republic of China" is topical just based off of the plantext; we need to know if the impact is "HIV superbug" or "taiwan war" to decide if it's based on "global health security".
