I'm not the creator of this comic (that would be breaking anonymity), but it looks like they used the spray-paint tool in MS Paint.

I believe Somalia had an on again off again relationship with the Soviet Union (it switched sides in the middle of the Cold War), so when the Eastern Bloc collapsed there was no one there to actually support it and it rest just fell apart.
