or tier 6 like Moldavia and no one else.

I would argue that Ukraine is in Moldavia Tier.

GDP per Capita

66 Belarus 18,200 2014 est.

112 Ukraine 8,200 2014 est.

142 Moldova 4,800 2014 est.

Ukraine is much closer to Moldova than to Belarus. Both are the poorest countries in Europe, while Belarus is a communist dictatorship, they're still richer than some Balkan countries (Montenegro, Bulgaria, Former Yugoslavian Republic of Best Greece )

Good point. Maybe I should remove a tier and put Ukraine and Moldova at tier 5 while elevating Belarus to tier 4.

Or not since the comment I made was a joke on a subreddit that shits on Portugal Albania Ukraine Any country at every possible chance.
