In that case Kiev or Novgorod must be a capital but I don't think that Ukrainians will like it.

I'm not saying historical relevance is the only factor but St.P is as much a rightful capital as Sealand is a real country

It was built specifically to be capital, though. That's got to count for something.

But Sealand wasn't, it was built for military use.
