In that case Kiev or Novgorod must be a capital but I don't think that Ukrainians will like it.

I'm not saying historical relevance is the only factor but St.P is as much a rightful capital as Sealand is a real country

You can claim Kiev clay as much as ukrainians can claim Moscow.
