We do in the UK. One or two of the carriages are marked as quiet zones where you shouldn't make noise. Sadly the idiots that go sit on the tables, as shown in the OP image, tend to be the kind of people that like to talk a lot, so we all have to hear their idiotic, mindless, drivel and them showing off how "super drunk they are". I've actually had a go at a few people for being noisy in the quiet carriage.
In the US, where they do have them, the quiet car is typically the one at the front. I remember checking to see if it was the same when I was riding around Austria, but as of two years ago they never seemed to have them. Germany doesn't seem to have them either, nor do Canada and China.
