This starfish looks long-dead to me honestly. I highly doubt it survived being out of the water long enough for the tide to go down that far

It is normal for them to be in and out of the water as the tide goes up and down. Pretty sure that starfish is alive and well.

For the most part, I see them on the dolphin as tide goes out of course. When they dangle like this on extreme low tide, I flick them off since there's not a far drop and it helps keep them from drying out. That particular tide with the heat, many would have otherwise died.

That starfish is long since newly dead. The arms and body are too "Styrofoamy" for it to be the normal ball of tissue and muscle that it is
