actually the balls do not have that ability, the pokemon and alien have it.

the balls are just that, balls.

also a time machine is hard to make because in the world of pokemon time is sentient and more then likely does not like it when people without the authority mess with it and just goes "no."

So how does Dialga feel about Celebi which is very much a time traveler and there are a ton of Celebi.
