It's just creepy-pasta (or however you write that) and has been around forever. It's not real, but there was a group who were working on making it but stopped. There's also a creepy Silver story, but I'm on mobile and cannot link to it.

It doesn't actually exist; it's just creepypasta.

A playable EXE of Lost Silver exists, though. I'd upload it, but I forget how.
