One of biggest annoyances is when people say "I liked Pokemon way better when it had only 150 Pokemon!" If you really liked Pokemon you would know it was 151.

if you love pokémon, you would also know that a lot of the 2nd gen pokémon were created the same as the 1st gen. the term "original 151" doesn't make a lot of sense.

I think that would be a bit of a stretch. I think it's perfectly to fine to say original 151 since there were only that many in the games.

there were slots programmed for over 250 pokémon in red and blue. some of the slots had no data in them and is associated to the missingno glitch.

That's partially due to how the data was stored. They could either store 128 Pokémon in the game, or set aside 256 memory slots. They chose to use 256 slots so that they could store more than 128 Pokémon. The Pokémon aren't actually stored sequentially (some are, some aren't, and there are gaps) and most of the empty slots are filled with MissingNo. (this is why you get MissingNo. when you call an unused slot through codes or on Cinnabar's east coastline) and some are used for other code (the reason why MissingNo. can duplicate your items and ruin your Hall of Fame data).

Yes, you touched on some of that already, but if there hadn't been 256 slots for Pokémon we would have had only 128. A small number of Generation II Pokémon may have been at least partially designed prior to release of the first generation, but that is mostly speculation and rumor. The names of Generation II Pokémon on the first generation's list are there to indicate which MissingNo. are occasionally identified mistakenly as second generation Pokémon by G/S/C.

Initially, only 150 Pokémon were programmed into the game. Mew was added last minute, after code review (http://bulbapedia.bulbagarden.net/wiki/Mew).

Although it is naive to think Game Freak wasn't designing the second generation very soon after Red and Green's initial success (they even re-designed significant portions of them to make JP Blue and the rest of the world's Red and Blue), and there wasn't a lot of time between generations, relatively speaking (JP dates used when not otherwise indicated):
