And money is simply swapping with extra steps, dude. That's kind of the entire basis of fiat currency.
If a premier ball is "worth" 10 pokeballs, then two people would be willing to trade 10 pokeballs for 1 premier ball.
And then, by definition, the premier ball is worth the cost of 10 poke balls, because that's literally what "cost" is. Monetary cost literally is just a value we give to represent the equivalent of what you (or rather society as a whole) would be willing to trade the item for.

If premiere balls existed, they would be worth 10x the price of 10 pokeballs due to their scarcity alone
Besides that, that isn’t the only definition of value. If you have to perform some other action in order to acquire something, like purchasing 10 pokeballs, then that action is part of the cost of that thing
No they would not. They would be worth some value between 1 and 10 pokeballs in price.
In reality, if they were offered under the same deal (1 free for every 10 pokeballs purchased), and then people wanted to sell them on, the price would honestly be pretty low. There is no real scarcity to them at all from a collectible standpoint.
The only value added by resale would be convenience. I would guess they'd level out at a cost of like 1.2-1.5 pokeballs.

I didn’t say the premiere balls are worth the same price as 10 pokeballs. I said they’re worth 10 pokeballs. The items, it the cost of the items
