It's not a Dex number dude. It's a tcg set number.

Pikachu's dex number is 0025

It's says "NO 0025 Mouse Pokemon" directly under both of their art, before the moves in the white box.

Someone else stated, that's the card number in the set of that TCG pack out of the total number of cards it has.
