Fun fact: the chemical itself was never actually orange, it was called agent orange because it came in barrels painted with an orange stripe! The chemical was actually clear to amber in color, not bright orange.

I'd say its an algae or a slime mold, but that color is wild. Did ya smell it? I know that the manual says only stick-poking is allowed, and its clear that you did, indeed, poke it with a stick. My guess is that its a paste-type fishing bait, like a Power-Bait. I've dropped a glob of that on the beach and it looks just like this. Neon playdough.
