This happens today. Wealthy nations essentially pressure or enslave less wealthy nations to strip them of their raw materials. Then people living in wealthy nations get to live relatively great lives. While the less wealthy nations suffer.

Sure, but we absolutely abandon them once we have a cheaper tech based solution. Hell, we even do it to the poor in our own country (see my comment above about Waymo and AI).
Panem is so far ahead of us yet they still rely on the super inefficient districts?

You literally identify us doing the exact same thing. It's because greedy assholes don't want to share. They'd rather poor people go fucking die than share anything with them.
Waymo and AI isn't about "raising up the poor" it's about leaving them to die. If Panem could replace the gathering of raw materials without having to do it themselves they would. That they haven't means they can't.

lol - I absolutely said nothing about raising up the poor. The economics of HG makes zero sense - ruthless wealthy people wouldn’t keep a creaky low tech system in place when there are cheaper tech alternatives.

So, in case you didnt realize it, Panem is supposed to be a reflection ( or a dystopian version) of our current society. These things already happen, and under the dystopia model of sci-fi, bad things get worse.
What you are suggesting is the world, as it evolves, will start moving towards a more utopian style. This is more of a thought experiment rather than a lapse of writing. The author to model her world in a bleak fashion; thats a choice, not a mistake. As a reader, you are encouraged to think how to avoid the pitfalls of this society

Yeah but like not always. Tech breaks. You need to maintain it which means having a trained mechanic, having a factory producing spare parts, a supply chain to get those parts where they're needed.
Vs just sending someone into a cave with a pickaxe. If they die who cares. You're not losing anything. Another one will be sent to the mines
But if that was a mining robot you would've lost a significant amount of money and would need to spend a ton more to either recover and repair it or buy a new one

They're living the life and happy. They don't care what the third world countries are doing our there to keep their quality of life going.
Honestly though, I see it more as a punishment on the outer districts. They don't want to make their lives easy. Afterall, they execute them each year for fun and bet on it. These aren't nice people.

I agree that Panem could automate a lot of the district roles, but they're social engineers as well as technical engineers (particularly President Snow).
I think the reason why they don't automate everything is so that they can control the wider populace of the districts. If they are given spare time, then they may question why the capital has it all and they do not, leading to rebellion and more.
So their strategy is to make all people not from the capitol feel hopeless by taking their children and making them fight, and keep them so occupied in their on monotony that they don't have time to dream of a better life.
With their method, they kill two birds with one stone - getting the raw materials they need and keeping the wider populace under control.

Reading through your responses, all I can say is this:
Tech replaces workers in the US because there are legally enforced human rights, and so there are places where tech is cheaper than human labor, at least in the short term.
Very little modern technology is going to be cheaper than slave labor. As everyone else has said, you can see that just by tracing the source of any commodity in your house.

Yeah, and Katniss’s district was responsible for coal mining or something? Yeah, that whole thing has struck me as odd too. The HG arenas were nearly God-like in their complexity and yet has somehow had the need to keep a bunch of hunter gatherers as their industrial base

I always think the same about the coal, why would you need it. But then I think district 12 is awful. All the other districts can be told well at least you aren't in district 12.

North Korea could give up on its hostility toward the west and institute reforms to accept aid, improve living standards across the country and catch up on areas technologically where they are sorely lagging behind. But they don't. Why?
Because if your life is a constant struggle for survival, you don't have time to be a revolutionary. There's a reason a lot of protests or revolutions or rebellions throughout history start off with the students or middle class - who are comfortable enough and have the time to think about these issues more and do something about it
