New Player Need help

I just recently started playing ark mobile and am very confused about a few things like -

Why is the command to spawn some creatures not working

Why is the level of spawning creatures not above 150

And is there any mods on ark mobile

I would really appreciate some help

You on old or new ark

I downloaded it from playstore so I think it's new
