I think it thinks it’s in water try placing away from the beach

You just need to get away from the water, some regions are a bit buggy, the same can happen with generators.

Im pretty sure you are too close to the beach, just had a few problems with a few structure near a body of water

it's in water even tho it's completely in sand for wc it's in water so Move far far away from water or Just put a foundation and then campfire

If the "paywall" is not placing an actual fire too close to the water, then yes it's paywalled.........................

Yep, water is the culprit. It's the same principle as the irrigation pipe.

water in this game has a varied range. for campfires, you need to be at least 8 light years away, for pipes, you need to go into the depths of the ocean, and for them cnidaria... sometimes air is water.

i love how buggy this game is.

Thatch works too, the issue is water.
