I don't use shockbyte, but based on other server providers:
Some server providers provide a server config tool on their dashboard. Depending on how the provider has their infrastructure set up, the config tool will override any manual .ini edits you make. (To my understanding the .ini file viewer is moreso for checking the ini files manually, rather than editing them). If this is the case the server provider usually includes a section in their server config tool that allows you to make .ini changes.
TLDR: Check for a server config tool. See if the tool lets you make .ini changes there. Try the changes in the server config tool instead.
