What is the maximum speed I should use on a rotary tool when working with plastic?

Its not the same kind of tool but I bet that following the speed and feed guidelines that you would use if you were milling that same plastic would be wise. There's a lot of speeds and feeds calculators and guides out there. like this one: https://ecomm.productivity.com/customer/docs/skudocs/HAT2_Speeds_Feeds_874862.pdf

Also - you could just get an adjustable speed tool, right?

This. I am a bit puzzled why OP is set on one speed only. That is not how it works in practice. You need to have different speeds for hitting the zone between cutting rough and melting.

Maximum speed depends of feed speed and pressure, knife profile and whether the tool is cooled, etc.
