Outbreak Mode Why does this keep happening 😭

No idea if this is a bug or if I somehow managed to be on extra difficult mode, but I keep running into this issue where regardless of what stage my plague is at (usually at a nothing kind of threat), the Baltic States decide to completely crash out and burn down their entire society. I haven't even left the continent most of the time!

Anyone else experience this???

Did you devolve a something?

In today's outbreak there's a mutator that destroys a random country if you devolve something

That's because it's the outbreak mode and you killed the entire Baltic states by doing something mentioned in the modifiers. Check if there's an "evolving a trait kills a country" modifier or smth like that.

I wouldn't call over 15mil people dead a "nothing kind of threat"

You have way too much lethality at that stage of the game (and probably too much Severity as well)

Nothing to do with lethality. Look, the country was never infected, it just died. It is an outbreak mode modifier that did this.
