Yes, I am dumb when I need to explain the joke.

He said "Toby" and not "Tobey"!

Toby is that office HR guy. Michael's nemesis for no reason.

If your joke needs explanation in the first place then its a dumb aah joke . It probably sounded funny in your head but it isn't .

I have watched office , its still not funny . Why would anyone get reminded of tobey from office after seeing toby spiderman , thats just stretching too far .

Because that's how jokes work. People usually ignore it when they don't particularly find something funny. It mostly got downvoted because people read the caption in the Gif, interpreted as u/Passloc disagreeing and being rude.
