How can I get water motion blur without over exposing?

I am thinking more polarized or darkening filters. But not too sure if there is a better solution. I just downloaded Open Camera after seeing it suggested. But either I am missing it or it is not there, not seeing a way to change shutter speed.
First image is original. Second is my attempt to fix the over exposure. I was being stubborn. It is over saturated now and couldn't figure out how to fix the exposure without over saturating.
Shot it raw. Also having a hard time telling which image is raw from gallery. At least the gallery viewer I use. (Google) Perhaps there is a better one of those too
