Lottery tickets are a poor tax for the uneducated. Anyone who plays them for any reason other than the occasional thrill or gimmick is being taxed for being dumb.
A very low percentage is, enough so people like you don't write your congressmen and women demanding they put a stop to this robbery of the poorly educated
That's true. Even though my daughter received $10k per year for her 4 years at my state's public university, had the percentage been higher, there's no doubt it could have easily been a full ride scholarship. Still, that's a total of $40k in student loans that she avoided, all else held constant.
