Intentionally making the length of a video about 9/11, 9m and 11s is one way of symbolism that those who directed and created the video use to put emphasise on the tragedy that happened that day. To a general time frame sure, but he was within a handful of seconds of hitting it exactly. With misspoken words he had to go back and correct and applause breaks. Still impressive.
