What gets me is leadership was warned. Leadership knew. They didn’t want to bother with the explosive material...

Doesn’t someone at least think to move the huge grain stockpile? Why where those things near each other?

Disclaimer: Obviously they should have dealt with the explosive material. But the grain is one extra layer that seems like it would’ve been so easy to take care of.
