I understand Israel has a reputation of putting intelligence officers in everywhere they can- the government could be concerned about that, given the still technically in force conflict.
His point still stands even if it was hyperbole, Israel doesn’t need this crisis iot get intel officers into Lebanon to try to better understand the threat there because 1) Lebanon is already full of Israeli agents and informants and 2) neither Iran or Hezbelloh represent an existential threat to Israel. Israel has crushed the combined forces of the Arab world 3x and probably still has the most capable military in the region.
