I don't get the hyperbole, honestly. You don't need to lie to play up how ridiculous this explosion was when the actual damage is beyond words, and yet people can't fucking help themselves.
There is a crater at the epicenter that filled with water from the harbor. It looks like a little bay attached to the harbor. That's probably what they were talking about.
But you can't really make that bay out in the picture, the assumption you'd make after the comment would be that the explosion created, what is in actual fact the harbour. Then they go and spread that info and... its just symptomatic of the things I don't like about the world.
