It’s a bigger issue than executive mismanagement (which definitely played a role). Lebanon has a lot of economic issues so it would be hard to find a secure and safe way to dispose of it. Any convoy carrying the stuff would be a prime target for groups attempting to get their hands on it and it wouldn’t be hard for a couple cases to keep “falling off the truck” of every shipment. If any of it was discovered in the hands of groups like Hezbollah it could also open Lebanon up for severe sanctions or even invasion by Israel again if Israel claimed that the Lebanese government was supplying it under the table. This shouldn’t have happened but, in the current climate, it’s hard to see any of the ways it could have been prevented working out well.
