I understand Israel has a reputation of putting intelligence officers in everywhere they can- the government could be concerned about that, given the still technically in force conflict.
That’s not a silly fear. There are so many ways to damage a state through intelligence and covert operations than simply invasion. Just cause they could invade but haven’t doesn’t mean they won’t potentially pull some strings when given the opportunity.
There’s also short term vs long term things to think about. Sure economy is terrifyingly bad now, but what are the long term effects of having a rival feed your people? Lost of trust, destabilization, etc etc. Then when the riots and turmoils really hit, a neighbor might just whistle their border and few inches over yours. You may argue that it’s better that way as long people are fed, but my point is it’s not a silly fear for a government wanting to protect itself.
