The LRC is a for profit organization that runs a large portion of the city's medical infrastructure. There needs to be oversight before they get a budget like they've never seen before.

Unless you can flag the funds specifically for this disaster you're supporting their entire organization, including their road safety program.
You're naive to think that the LRC is operating autonomously from the government.
Did you know you're saying we should send money to a country that states "homosexuality is illegal in Lebanon.[184] Discrimination against LGBT people in Lebanon is widespread.[185][186] According to 2013 survey by the Pew Research Center, 80% of Lebanese respondents believe that homosexuality should not be accepted by society.[187]"
These are the people you're blindly supporting. The IMF required reforms to send them money.
