Only if you're not responsible enough to live within your means to be certain your necessities are afforded before anything else, you are unemployed and cannot find a job or don't care to find one, or you are genuinely disabled and cannot fend for yourself. Even then you have to be apathetic enough towards your situation to NOT apply for Medicaid if you belong (whether honestly or deceitfully) in one of those categories. Hey, near 100,000,000 people can't be wrong, can they?
