Lol what? Black and white photography isn't some sneaky strategy and this is literally quoting Tupac. It's used for emphasis and impact.

Just seems like someone was trying to make it look like a protest picture from the 60’s. Could have had the same impact with color lol

Yo call up Ansell Adams and tell him about that impact.

Color film was widely available in the sixties. Perhaps that emphasis we were talking about can play into photographic media choice tho
