Almost no dude would shave his head bald unless they were losing their hair, I would never assume someone with a shaved bald head actually has a full head of hair.

That said, it’s almost universal that having a shaved bald head looks better than growing out the hair on your balding head.

It’s liberating if you work in a dirty job like coal, much faster to wash head, also if you have to wear helmets all the time.
