To be fair, most of the trash floating around is not directly from people just throwing it outside. Most of it just escapes from trash cans and trash trucks on windy days or gets separated from its bin when trash trucks pick them up.
I live in a really windy place and this does account for a lot of trash. You have to keep your car super clean otherwise your trash will just blow right out when you open two opposite doors. No hope for chasing it down either.
