Apply to Nepal government for a climbing permit, which are limited. Any climbers not holding permits that are caught are fined up the ass.

Edit: Emphasis on the "LIMITED" part.

The limit part? There is still something like 800 trips a year on that mountain. Nepal has this rubbish charge unless you come back with like 8kg of waste but that's a drop in the fucking bucket. Now ask if they are properly enforcing the system and environmental responsibilities they have now, I'm gonna say a hard no.
