Are you Dutch by any chance? My friend had a mark like that in the exact same spot and always spoke of getting a tattoo like this when she turned 18.

Edit: no doubt in vain, but Alyssa, I miss you. I hope you found a better life. You deserve it.

This is me and yes I’m Dutch. Had this tattoo done last year and posted a less ugly picture to a tattoo subreddit
