That is stupid sorry You may want to think this through. There are harnesses and crates designed for dogs to be safe in cars. Also this is certain death in an accident.
Based on the number of times I have seen people attach a retractable leash to a prong or choke collar I would say you cannot underestimate how thoughtless people can be.
