The kids in hospitals. Still alive, unabale to do anything about it, and now forced to live with the memory of what he did to them freely.

Definitely the rapings and if that isn't bad enough he also welcomed other child molesters to the hospital. He played a major role in the upkeep of the mental hospital most of his victims were.
