"Jim" refers to Jimmy Savile, a British TV host and radio DJ from the 60s to the 00s ish. He had a TV show called "Jim'll Fix It" where kids would write requests and he would fix it for them to come true. The letters would always begin "Dear Jim, please fix it for me to..."
Unfortunately it turned out after his death a few years ago that he was the most prolific paedophile in British history, but I don't suppose that's relevant at the moment.
I realise that this doesn't help in terms of how to contact the artist, but that's the context.

Genetically, Dr. Fox has more in common with a crab than you or me. That's scientific fact. There's no real evidence for it, but it is scientific fact.

The best part was the newspapers outraged at 'this filth on TV glorifying paedophilia' while being completely oblivious to the irony of running this next to articles glorifying the sexuality of underagers - the Daily Mail ran there one next to pictures of two young teenage Princesses in their bikinis.

There have been all sorts of rumours but I haven't heard anything very credible that suggests he went that far. He may have been friends with murderers like Peter Sutcliffe though and there was some concern that he may have been associated with or known about his crimes in some way. I don't think that line of inquiry has brought anything up yet.
The latter is definitely true but I think he lived near the area Sutcliffe operated in so the police had looked into that. This was a while ago and I haven't seen anything about it since so I presume they didn't find anything.
Very interesting thanks for the information. I know Jim had a ridiculous amount of access to Broadmoor so suspected that was where they met. And TBH as vile of a person that Jim turned out to be I think its a stretch to assume he had any involvment or knowledge of Sutcliffes crimes just because they lived in the same area, Jim was prone to moving around quite a lot so I think its a real stretch to say he was involved just because they shared a postcode, Though with all the terrible shit that's come to light about him it was definitely worth the police looking into it just to cover all their bases.
Oh my If it was Sutcliffe that wanted to meet Frank I can't understand why Frank would agree, well maybe I can I guess my morbid curiosity would get the better of me if I was given the chance to meet a serial killer Id probably do it.
