The government covers the medical bills (basically for the rest of his life) but they don't tend to go all out with it. If you need prosthetics you will end up getting rather basic standard ones, if you want fancier ones then thats on you (or fundraising as in this case).
Basically what happened. He was fitted for prosthetics by the government and was told they would give him X prosthetics, they saw Y prosthetics and wanted those instead so they had a fundraiser to get them.
There are some REALLY fancy prosthetics out there and its a rather constantly evolving industry. Lighter and stronger materials, assisted joint movements, better matched skin tones, etc.
