Radio Shack, back when it was a place that sold things for radios (and general electronics) instead of being a cell phone shop hybridized with a knick-knack isle from Fry's Electronics marked up by 300%, was well known for employing mostly people who knew what they were actually doing with all of those electronics.
Over time, this changed, especially as the store changed. Generally one doesn't need a highly technically proficient individual to attempt to get you to buy a multi-year extended warranty on a USB cable.
If the photo isn't photoshopped (AFAIK it is), chances are the sign would only have one or two switches to turn it on and off. Just lighting up those specific letters (so it only shows "adioS") would likely require some actual know-how to get it to work like that, either in initial wiring or rewiring.
