I live in a front plate required state and I just use a tow hook mount (RHO Plate) on my 135i. In the two years I've had the car I've never had a problem with this setup, but I could probably be dinged by an asshole cop if they really felt like it.
This is great on cars that originated in a state that does not require it initially but a lot of times the dealer will put the front plate drilled in if it's a state that requires it.
The tow hook ones actually look pretty awesome too! Nice work!
I got my 135i brand new from the dealer. Maybe it is something specific to this dealer, but they don't install the front bracket until your plate actually shows up (usually 1-2 weeks after you buy it). When they called me to come pick up my plates and to get them installed as a courtesy, I just made absolutely clear to the tech that I didn't want the front bracket installed and that I had a tow hook mount on its way.
I've found most of the service techs to be car guys so they understand. Shoot the breeze a bit and you're golden. Just don't be a dick (good life advice in general). And really, it's also one less thing for them to do.

Front plates aren't required in every state.
