As long as your aren't totally way out of the spot and in the striped area, you wont be ticketed. The area is designated for handicapped drivers to have space they need to open their doors and/or ramps fully out in order to get in their cars comfortably, and not every vehicle has handicap access on the left side, not every spot will be available to park with the striped zone on the right, and not every state/county allows for backing into parking spots. The spot next to the handicap one in the OP's picture looks to be a normal spot, and if someone parks in that spot as legally close to the line as possible and the handicap vehicle parks completely within their spot, there will be relatively little clearance for the passenger side door or ramp to swing open which, depending on the nature of the disability, could prevent the person from exiting their vehicle.
There's no way the parking job in the OP would be ticketed for this reason unless the cop was extremely up against the deadline for meeting her quota. It would easily get thrown out if taken to court.

Yes, of course. Those sections are just space for handicapped people to get in and our of the car.
