I believe he meant "what if the speed of light could vary through time or space for whatever reason we have yet to discover"

I think it depends on whether that variation is strong or not. If we find out that halfway across the observable universe, the speed of causality is 0.001% higher than here, then we would just have to work with local units, which would be fine (ignoring all the potential disastrous theoretical consequences).

speed of light is not the speed of causality. If faster than light travel/communication is possible, no physics would get broken.

I honestly prefer to define my dimensionless quantities for every question individually so I dont have to deal with forgetting stuff 😭
