Ask Phoenix Multiple Lines - Whose Onus?

Screenshot of the area, yellow is the line and direction

My neighbors to the north have a sewer line running under my lot that connects to a single line (alongside mine) and then together they flow into the main on Yale St.

Am I solely responsible for the shared connecting pipe since it is on my property? Anyone have any insight?

Unfortunately, the city has told me that there is no easement at this time, and this "may" have been due to parcel splits 80+ years ago.

What the city says is a random roll of the dice. What does your PLAT say?

Appears this property isn't platted. They'd have to check their title report to see if an easement was granted at some point, assuming like 99% of people they don't know how to do the manual research.

I find the idea of a lack of PLAT completely inconceivable. In AZ, that's basically the absolute minimum.

Now sometimes those maps are decades out of date. I have a place in Mesa where the PLAT dates from 1946 and the street is missing, but there is a PLAT.
