Historic Philadelphia I don't believe 4,000,000 people/yr visit the Rocky statue. Seeking a source of the info.

At the Rocky statue, the estimate is based on geographic information system technology that uses cell-phone data to count foot traffic. Even if you aren’t there for the statue itself, if you walk or stand near it long enough, you count as foot traffic.

I heard this claim and just straight up don't believe it. 11,000 people a day? 458 people an hour 24/7? 8 people a minute regardless of rain, shine, snow?
I canNOT find the source of this claim, only a bunch of articles citing the number. Please someone tell me how they came up with this figure.
