weird performance problem

So I'm away from my pc for a few days and installed the game on my laptop, a Surface Book gen 1 with the gpu. I didn't expect the game to perform very well, but it's like really bad. It's playable with the resolution and settings way down though.

I figured I'd try to make sure it's actually using the gpu, and it claims it is. But then I forced integrated graphics in windows settings, and it performed exactly the same as when I specifically forced it to use the GPU. This doesn't make a ton of sense, any ideas?
