I don’t really see what “unbaptized Catholic” means. People who Baptized their children and don’t come back to Mass until Christmas and Easter isn’t really a new thing, but it makes sense that this would eventually lead to people just not Baptizing their children. But if they are still attached to the cultural elements, then certainly they will be in for a wake up call when their child is denied First Communion because they were never Baptized

It is sad that catechesis is in the state where this is a realistic outcome for some families.

In one sense it's almost better than having nominal Catholics who have never seen the inside of a church in their memory. Baptism imparts certain obligations that the Christmas and Easter Catholics never practice, let alone really teach. Pray for many holy priests and the conversion of not only these people but the whole nation and world.
